This is evidently an arcade available in Japan. You can see it on Capcom’s site. From what I read, in Japan you can hook up to the arcade with a toy called a “Link PET EX (Exceed)” and upload your Navi from a GBA game to fight in the arcade, Net Battle other players, and so forth. (There’s also another kiosk mentioned called “Battle Chip Stadium” which may or may not bear any relation to the arcade game.)
For obvious reasons, I have not been able to try these arcades. I rather doubt any of this will come out in English, but I suppose you never can tell.
